London has just scored a major victory in the global race for artificial intelligence. OpenAI, the creator of ChatGPT, has announced that it will make its London office its largest research center outside the United States.
Britain Is to Become an AI Superpower
In January 2025, British Prime Minister Keir Starmer delivered an ambitious statement at University College London. Britain will become one of the world's greatest AI superpowers. Starmer presented a concrete plan: make public data available to researchers through the National Data Library, speed up planning approvals for data center construction, and adopt all 50 recommendations from the AI Opportunities Action Plan.
The British government estimates that AI could increase productivity by 1.5% annually, equivalent to approximately an additional £47 billion every year for a decade. At the time, Britain ranked third in the world for AI investment and patents, just behind the US and China. Starmer wanted to raise the bar even higher. And now it seems that his bet is starting to pay off.
Why London?
Mark Chen, OpenAI's head of research, explained it simply: Britain combines world-class talent with leading scientific institutions and universities. London also has a strong culture of interdisciplinary collaboration, which plays an enormous role in AI research.
London is home to Google DeepMind, one of the world's most prestigious AI laboratories, led by British scientist Demis Hassabis. DeepMind has long-standing partnerships with both Oxford and Cambridge. OpenAI is now entering the same arena and competing directly for the same talent in the field.
At the latest careers fair at Oxford, the hall was packed with students seeking technical roles. Jonathan Black, director of Oxford's careers service, said: "Demand and supply are growing on both sides, even within a single year. Having something like this here is a very positive sign."
OpenAI has operated in London since 2023, when it opened its first international office. At the time, more than 30 people worked there. The company is now planning a significant expansion, and the London team will newly "own" key parts of model development focused on safety, reliability, and performance evaluation. It will also work on products such as Codex and GPT-5.2.
Astronomical Salaries
Want to know what attracts the best researchers? Money. Lots of it. The average OpenAI employee receives equity compensation worth approximately $1.5 million per year. Mark Chen openly acknowledged that the company will offer salaries that are "very competitive" with rivals such as Google and DeepMind. "AI talent is very valuable, and we need to be competitive everywhere," he said.
For comparison, a mid-level research scientist at Google DeepMind can earn a base salary of up to £115,000 in London, with a total compensation package of more than £330,000 including equity and bonuses. OpenAI wants to compete in the same league, or even higher. And it is not alone. Behind the scenes, a global war for talented minds is raging. Mark Zuckerberg has reportedly offered selected researchers up to one billion dollars to join Meta AI. Google planned to spend more than $85 billion on AI infrastructure in 2025. Amazon allocated more than $100 billion.
The Snowball Effect: What It Will Bring London Beyond Jobs
Tom Wilson, a partner at venture capital fund Seedcamp, sees OpenAI's decision as more than just recruitment. "We have seen many examples where researchers hired by a large company early in their careers later go on to establish their own laboratories," he says. "The secondary effects can be enormous." In other words, every researcher OpenAI brings to London could one day launch their own startup, attract further investment, and strengthen the entire British AI ecosystem. London could thus become the place where the next generation of AI companies is born.
British Science and Technology Secretary Liz Kendall described the move as "a huge vote of confidence in Britain's world-leading position at the forefront of AI research." London Mayor Sadiq Khan added that London serves as a global hub for AI research and investment.
The question is whether other European cities are watching with admiration or with a touch of envy. Because this is exactly the kind of investment that every metropolis seeking a voice in the AI-powered future is fighting for.
