Cloudflare Changes the Rules of the Game: AI Bots Must Pay to Access Content

On July 1, 2025, the internet changed radically. Cloudflare, one of the world's largest internet infrastructure providers, launched an initiative it called "Content Independence Day." This fundamental change introduces an entirely new approach to how artificial intelligence accesses online content.

The End of the Era of Free AI Crawling

Matthew Prince, CEO of Cloudflare, highlighted a fundamental problem with today's internet landscape in his statement. While Google once ensured a fair exchange—copying content in return for sending visitors to content creators' websites—today's AI systems are disrupting this exchange.

According to Prince, it is 750 times harder to generate traffic from OpenAI than it was from the original Google. With Anthropic, it is as much as 30,000 times harder. The reason is simple: instead of consuming original sources, people are increasingly consuming derivatives created by artificial intelligence.

A Historic Change in the Web's Business Model

Nearly thirty years ago, two Stanford University students—Larry Page and Sergey Brin—began working on a research project called Backrub. It later became Google and established the web's fundamental business model.

The deal Google made with content creators was simple: let us copy your content for search, and we will send you visitors. Content creators could derive value from this traffic in three ways: by displaying ads, selling subscriptions, or simply enjoying the knowledge that someone was consuming their work.

Google actively supported this system. Search generated traffic, the company bought DoubleClick and created AdSense to help content creators with advertising. It also acquired Urchin to launch Google Analytics, allowing creators to measure who was viewing their content.

The Problem with Today's AI Systems

Today, the situation has changed dramatically. For the first time in history, the number of Google searches is declining. What is replacing them? Artificial intelligence.

Many people are turning to AI systems with questions they previously entered into Google. The future of the web appears likely to look more like ChatGPT than a minimalist search box with ten blue links.

Google itself has changed. While ten years ago it presented a list of links and success meant getting users off its website as quickly as possible, today it has added boxed answers and, more recently, AI Overviews that answer users' questions without requiring them to leave Google.com. With information boxes, reportedly 75 percent of queries were answered without leaving Google. With the newer AI Overviews, that figure is even higher.

Cloudflare Introduces a Revolutionary Solution

Cloudflare, together with most of the world's leading publishers and AI companies, is changing the default settings to block AI crawlers unless they pay creators for their content. This content is the fuel that powers AI engines, so it is only fair that content creators be directly compensated for it.

But that is only the beginning. The company plans to create a marketplace where content creators and AI companies, both large and small, can come together. Traffic has always been a poor measure of value. Cloudflare believes it can do better.

A Vision for a New Valuation System

Prince explains his vision with a metaphor: "Imagine an AI engine as a block of Swiss cheese. New, original content that fills one of the holes in the AI engine's block of cheese is more valuable than repetitive, low-value content that unfortunately dominates much of today's web."

Cloudflare believes that if it begins evaluating and valuing content not according to how much traffic it generates, but according to how it advances knowledge—measured by how much it fills the existing holes in AI engines' "Swiss cheese"—it will not only help AI engines improve faster, but could also facilitate a new golden age of high-value content creation.

Cloudflare's mission is to help build a better internet. Prince is proud of the role his company plays in the evolution of the web. He is also proud to help content creators stand up and demand value for the content they worked hard to produce.

This initiative represents a fundamental turning point in how the internet works. It is an attempt to create a fairer system in which content creators are not merely passive victims of AI crawling, but active participants who have control over their content and are fairly compensated for it.

Content Independence Day thus marks the beginning of a new era in which the internet returns to the principles of fair exchange and respect for creative work.
