OpenAI, under the leadership of CEO Sam Altman, is actively working on developing an artificial intelligence-based subscription system that would function similarly to an operating system and leverage ChatGPT’s advanced capabilities. This ambitious initiative aims to transform OpenAI from a mere application or tool into a fundamental “core AI subscription” — a default interface to intelligence on which other applications and services can build. Altman recently suggested that ChatGPT could become a new type of operating system that would provide a platform for developers and users, rather than a traditional application.

Altman’s vision envisions OpenAI evolving into a foundational layer similar to an operating system, offering users access to smarter models and new interfaces (so-called “surfaces”) beyond traditional applications. These could include future devices or platforms that would function more like operating systems than standalone applications. The goal is for these systems to learn from the entire user experience — absorbing conversations, reading and digital interactions — and provide highly personalized and context-aware assistance. This would represent a fundamental shift in how people interact with computer systems, with AI functioning as an omnipresent assistant that adapts to the specific needs of each user.

Currently, OpenAI offers several paid plans for ChatGPT, including Plus (USD 20/month), Pro, Team, and Enterprise, and is considering additional options such as weekly or lifetime subscriptions. Paying users gain access to advanced features such as the latest reasoning models (e.g., GPT-4o mini/high), deep research tools, enhanced voice modes, file uploads, and image generation. These features are increasingly being placed behind a paywall due to the high operating costs associated with running sophisticated artificial intelligence models. To support this vision on a large scale — which Altman estimates could require an investment of 7 trillion dollars — the company is exploring the possibility of developing its own chips and dedicated hardware devices in cooperation with industry leaders such as Jony Ive. Building massive data center infrastructure remains crucial to enabling this always-available “operating system.” OpenAI plans deep integration with software development kits (SDKs), application programming interfaces (APIs), and potentially dedicated hardware devices. This would allow developers to build on this intelligent foundational platform.

OpenAI’s plan includes launching new models, such as GPT-4.5 (“Orion”) and GPT-5, with the aim of creating a unified offering that simplifies selection while increasing the level of intelligence available across different subscription tiers. This shift toward an operating system model represents a significant change in the company’s strategy and signals its ambition to become a cornerstone of personal computing through an AI operating system subscription built around ChatGPT technology. However, OpenAI faces competition from technology giants such as Microsoft (with Copilot), which are integrating similar features into their ecosystems — sometimes even offering previously paid tools for free to attract users away from ChatGPT’s paid tiers. In a recent development, Microsoft, whose CEO Satya Nadella recently remarked that “Google makes more money from Windows than all of Microsoft,” is increasingly promoting its own Copilot AI technology, which competes with OpenAI’s offerings despite Microsoft’s significant partnership with and investment in OpenAI. In addition, questions remain regarding API/SDK standardization across platforms; Altman acknowledges that these details are still being worked out but expresses confidence that they will be resolved over time. Against the backdrop of these ambitious plans, reports have also emerged that OpenAI is abandoning its earlier plans for profitability, raising questions about the long-term financial sustainability of these large-scale initiatives.

OpenAI’s strategy signals a shift toward becoming the backbone of personal computing through an AI operating system subscription built around ChatGPT technology. While many technical details remain under development — including API standards and device partnerships — the ambition is clear: to make OpenAI’s intelligent core indispensable across all aspects of digital life by combining software subscriptions with potential hardware innovations. If successful, this vision could change our understanding of what an operating system is and shift the paradigm from traditional operating systems such as Windows, macOS, or Android to an AI-centric world in which ChatGPT is our primary interface for interacting with technology.
